LEGAL ENSURANCE OF INCLUSIVITY IN SPORTS UNDER THE CONDITIONS OF MARTIAL LAW IN UKRAINE

The article examines the legal framework for ensuring inclusivity in the field of physical culture and sports in Ukraine under martial law. The relevance of the topic is determined by the growing number of people with disabilities and war veterans, for whom physical culture and sports play an important role not only in physical rehabilitation but also in psychological recovery, social adaptation, and integration into public life. The study analyzes national legislation in the field of physical culture and sports as well as international standards on the rights of persons with disabilities, with special attention to the implementation of inclusive approaches in sports during martial law. It is established that, despite the existence of a regulatory framework aimed at the development of adaptive sports, a significant gap remains between the formal legal guarantees and their effective practical realization. The main factors hindering inclusivity in sports include limited accessibility of sports infrastructure, insufficient financial and human resources, and the fragmented nature of law-enforcement and governance practices.
The article substantiates that improving the effectiveness of the legal framework for inclusivity in physical culture and sports requires a comprehensive approach combining the improvement of legal regulation, strengthening the institutional capacity of public authorities, and alignment with international human rights standards. It is concluded that further development of inclusiveness and adaptive sports should be regarded as an essential component of state social policy aimed at supporting persons with disabilities and war veterans under martial law.
